Canadian Safety Apparel Standards

Canadian workers may be required to wear specialized safety apparel depending on their job, workplace hazards and the occupational health and safety requirements that apply in their province, territory or federally regulated industry.

This guide provides an overview of some of the most important Canadian standards and terminology used for high-visibility safety apparel, flame-resistant clothing and arc-rated workwear.

Important: Safety standards and workplace requirements can vary by jurisdiction, industry and job function. Employers should conduct an appropriate hazard assessment and confirm the requirements that apply to their specific workplace before selecting personal protective equipment or safety apparel.

CSA Z96:22 High-Visibility Safety Apparel

CSA Z96:22 — High-Visibility Safety Apparel is the current Canadian national standard covering the design and performance of high-visibility safety apparel (HVSA).

The purpose of high-visibility apparel is to make a worker more conspicuous to vehicle operators, equipment operators and others, particularly where workers are exposed to moving traffic, machinery, poor lighting or complex backgrounds.

CSA Z96 establishes requirements relating to areas such as:

  • High-visibility background material
  • Retroreflective and combined-performance materials
  • Placement and configuration of reflective striping
  • Minimum body coverage
  • Garment design
  • Performance of high-visibility materials
  • Selection, use and care considerations

The 2022 edition, CSA Z96:22, replaced the previous CSA Z96-15 edition.

Understanding CSA High-Visibility Classes

CSA Z96 groups high-visibility safety apparel into Class 1, Class 2 and Class 3. The class primarily relates to how much of the worker's body is covered by high-visibility materials and how visible the wearer can be from different directions.

CSA Class 1

Class 1 provides the lowest recognized level of body coverage. It may include harness-style designs or high-visibility striping applied to clothing.

Class 1 may be appropriate in some lower-risk environments, but whether it is permitted depends on the worker's duties, surrounding hazards and applicable occupational health and safety requirements.

CSA Class 2

Class 2 provides substantially greater visibility by covering the upper torso. Common examples include compliant safety vests, shirts, jackets and other upper-body garments.

Class 2 apparel is commonly used for construction, utilities, transportation, warehouses, industrial sites and other workplaces where employees may be exposed to moving vehicles or equipment.

CSA Class 3

Class 3 provides the greatest body coverage and visibility. It generally builds on Class 2 visibility by adding high-visibility elements around the arms and legs so that the movement of the worker can be more easily recognized.

Class 3 apparel may be required or preferred for higher-risk environments, nighttime work, traffic control and situations where workers need to remain visible from greater distances.

Which CSA Class Do I Need?

There is no single CSA class that is appropriate for every Canadian workplace.

Selection should be based on a workplace hazard assessment that considers factors such as:

  • Vehicle and equipment speeds
  • Distance between workers and moving vehicles
  • Daytime, nighttime or low-light work
  • Weather conditions
  • Complex or changing backgrounds
  • Whether the worker's attention is focused away from approaching traffic
  • Whether the worker performs traffic-control duties
  • Provincial, territorial or federal regulations
  • Additional hazards such as flame, heat or electrical arc flash

An employer's safety program, site-specific rules or customer requirements may also require a higher class of apparel than would otherwise be selected.

Fluorescent vs. Retroreflective Material

High-visibility clothing normally relies on more than simply using a bright colour.

Fluorescent Material

Fluorescent background material is designed to make the wearer more visible during daylight and low-light conditions such as dawn and dusk.

Common high-visibility colours include fluorescent yellow-green and fluorescent orange-red.

Retroreflective Material

Retroreflective material is designed to return light toward its source. This is especially important at night when a worker is illuminated by vehicle headlights or another light source.

This is why compliant high-visibility garments generally use a combination of highly visible background material and properly positioned retroreflective or combined-performance striping.

Does a Bright Safety Vest Automatically Meet CSA Z96?

No. A garment does not meet CSA Z96 simply because it is fluorescent orange, yellow or has reflective tape.

A compliant garment must meet the applicable requirements of the standard for materials, design, coverage and reflective performance.

When CSA compliance is required, review the garment label and manufacturer's specifications for the applicable CSA Z96 standard, class and performance information.

CSA Z96:22 vs. CSA Z96-15

CSA Z96:22 is the current edition of the Canadian high-visibility safety apparel standard and superseded CSA Z96-15.

However, Canadian occupational health and safety legislation is administered through federal, provincial and territorial authorities. Some regulations may continue to specifically reference an earlier edition of a standard, while others may reference newer standards or establish their own requirements.

For this reason, seeing CSA Z96-15 on an older garment does not automatically tell you whether that garment is acceptable or unacceptable for a particular job.

The employer should confirm the standard and garment classification required by the legislation, industry rules and hazard assessment applicable to the workplace.

Canadian Provincial Safety Requirements

There is no single occupational health and safety regulation covering every worker in Canada. Requirements can differ between provinces and territories and may also differ according to industry or type of work.

For example, requirements for a construction worker, traffic-control person, mine worker, warehouse employee and federally regulated transportation worker may not be identical.

Some jurisdictions also impose requirements that are more specific than the general CSA Z96 standard.

Employers and workers should therefore confirm requirements with the occupational health and safety authority responsible for their jurisdiction.

CSA vs. ANSI High-Visibility Apparel

You may also see safety garments displaying an ANSI/ISEA 107 rating. ANSI/ISEA 107 is a United States high-visibility safety apparel standard.

CSA Z96 and ANSI/ISEA 107 share many concepts and the current CSA Z96 standard has been developed in technical harmony with international and U.S. high-visibility standards. However, the standards are not interchangeable for every workplace.

A garment carrying an ANSI rating should not automatically be assumed to meet a Canadian CSA or provincial regulatory requirement unless the manufacturer also identifies the applicable Canadian compliance.

Flame-Resistant Safety Apparel

High visibility and flame resistance are different safety properties.

A garment can be high visibility without being flame resistant, and a flame-resistant garment may not necessarily satisfy the visibility requirements for a particular workplace.

Workers exposed to potential flash fire, heat, flame or electrical hazards may require specialized protective clothing selected according to the specific hazard.

Always check the manufacturer's certification and garment label rather than assuming that a product marked simply as "FR" provides protection against every type of thermal hazard.

Arc-Rated Clothing and CSA Z462

Electrical workers may require arc-rated clothing where an arc-flash hazard is present.

CSA Z462 — Workplace Electrical Safety provides Canadian requirements and guidance for electrical safety programs, safe work practices and the selection of personal protective equipment for electrical hazards.

Arc-rated garments are identified by an arc rating, typically expressed in cal/cm². The required level of protection must be determined through the appropriate electrical hazard and risk assessment.

Flame resistant does not automatically mean arc rated. When protection from electrical arc flash is required, verify that the garment carries the appropriate arc rating for the work being performed.

High-Visibility FR and Arc-Rated Clothing

Some workplaces require protection from more than one hazard at the same time.

For example, a worker may require:

  • High visibility around traffic or mobile equipment
  • Flame resistance because of a flash-fire hazard
  • An arc rating because of an electrical arc-flash hazard

In these environments, it is important to select clothing designed and tested for the applicable combination of hazards. A standard high-visibility polyester vest should not be substituted for specialized FR or arc-rated apparel when those protections are required.

Maintaining High-Visibility Safety Apparel

Safety apparel must remain in good condition to perform as intended.

High-visibility garments should be inspected regularly and replaced when:

  • Reflective material is damaged or heavily worn
  • The garment is permanently stained or contaminated
  • Fluorescent material has significantly faded
  • Reflective striping is peeling or missing
  • The garment has been modified in a way that affects its protective design
  • The manufacturer recommends replacement

Always follow the manufacturer's washing and care instructions. Improper laundering, chemicals, contamination and excessive wear can reduce the performance of safety materials.

Adding Company Logos to Safety Apparel

Company logos, names and other decoration should be positioned carefully on compliant high-visibility apparel.

Large decoration may cover required fluorescent or retroreflective areas and could affect the garment's compliance. Employers and decorators should confirm that any customization does not interfere with the design or minimum visibility requirements applicable to the garment.

How to Choose the Right Safety Apparel

Before purchasing safety apparel for a Canadian workplace:

  1. Identify the workplace hazards.
  2. Check the occupational health and safety requirements for your province, territory or federally regulated workplace.
  3. Determine the required CSA class or other applicable protection.
  4. Check the garment label and manufacturer's technical specifications.
  5. Confirm any FR, arc-flash or other specialized ratings separately.
  6. Make sure the garment fits properly and remains visible while other PPE is being worn.
